FILTER PEOPLE
Matt is responsible for establishing annual corporate goals and ensuring they are achieved. With more than 25 years of experience and regulatory relationships, he ensures that LDC produces a technically sound and punctual deliverable. Matt is a licensed 3B surveyor that is cross trained in all disciplines of land development. He prides himself on employing the appropriate methodology for each unique property to maximize our clients’ return on investment and minimize their risk. Matt has managed all facets of the land development process for local, regional, and national clients.
Matt is a member of the American Planning Association, American Institute of Certified Planners, Virginia Association of Surveyors, NAIOP, NVBIA, former At-Large member of the Prince William County Building Appeals Board, and graduate of Virginia Tech.
Matt Marshall, LS, AICP
President
Josh is responsible for overseeing day to day operations of the engineering department; everything from major plan preparation to residential house sitings to construction issues. A proactive problem solver, Josh combines a strong technical background and broad based jurisdictional experience to ensure timely delivery of a quality product.
With more than 15 years of professional experience, Josh’s expertise runs the gamut of land development—from preliminary engineering to site/subdivision plan preparation. He has an extensive background in hydraulic analyses, having modeled numerous floodplains and worked with F.E.M.A. to delineate and revise F.I.R.M. limits.
Josh is a licensed professional engineer with a degree in Civil Engineering from Virginia Polytechnic Institute and State University and has worked as a mentor for the Virginia Tech Land Development Design Initiative (LDDI). Further, he is currently a member of American Society of Civil Engineers (ASCE) as well as the Northern Virginia Building Industry Association (NVBIA). Josh has served as the Vice President of the Arlington NVBIA Chapter in the past.

Vice President of Land Development
Joan is responsible for planning, directing, and coordinating the company’s day-to-day operational activities and providing administrative and logistical support to the entire staff. She is the lynchpin of our company, applying her extraordinary organizational skills to ensure that everything runs smoothly and effectively.
Joan oversees accounting and billing, with a commitment to ensuring that all client invoices are timely, accurate, and easy to understand. She also handles communication with clients and vendors, manages the administrative staff, and supervises our human resources, payroll and marketing activities.
With over 25 years of professional experience, Joan possesses a vast array of business knowledge that she applies to improving our business performance and customer satisfaction. She is a member of the Society for Human Resource Management, National Association of Credit Management and is a commissioned Notary in Virginia.

Elis leads his team with a strong work ethic and has expertise managing complex and diverse projects, while staying within budgets to satisfy customer expectations. As program manager, he is the bridge between the company’s stakeholders and senior leadership. With over 20 years of experience, he enjoys communicating and bringing the team together to meet and exceed our clients’ expectations, and he works effectively with team members throughout the company.
Elis graduated from the University of Puerto Rico with a bachelor’s degree in Land Surveying and Topography with a minor in Geographic Information Systems. He is a licensed surveyor, a member of the Virginia Association of Surveyors and Boy Scouts of America community leader.

Vice President of Land Survey
Jessica has over 15 years of local and regional experience in the areas of urban planning and design, ranging from large-scale mixed- use master plans, community-based planning, suburban retrofit and urban design, visualization and design guidelines, interpretive and comprehensive signs, and feasibility studies. She has a comprehensive knowledge of urban planning principles and traditional neighborhood design standards and focuses on prioritizing quality and excellence for placemaking in the public realm. Jessica is an accredited member of the Congress of New Urbanism (CNU-A).

Director of Project Management
Rob is responsible for the daily operations in residential housing development. He oversees the housing team and serves as a liaison with clients to ensure their projects’ success. Rob prides himself on being detail orientated and a technical source of information. He prepares the most optimal design while taking into consideration cost, client requests and best engineering practices. Rob’s systematic approach to problem solving is derived from his 20 years of experience in the industry.
Rob graduated from George Mason University with a Bachelor of Science in Civil and Infrastructure Engineering. He is a member of the American Society of Civil Engineers (ASCE).

Director of Project Management in Land Development
Dean has over 23 years of local and regional experience in land surveying. Dean’s interest in surveying first came from his first experience performing a boundary for the Virginia Historical Society. Retracing history dating to the pre-Civil War era altered his planned career path from an engineer to a surveyor.
Dean is graduate from the Virginia Apprenticeship for Surveyors and earned his Land Surveyor In Training (LSIT) certification in 2019. Dean has extensive experience and knowledge in boundary surveying and a strong background in construction surveying. He has been fortunate to work on many large projects in the Northern Virginia region including the Dulles Metro Rail extension, I-495 H.O.T. Lanes, Quantico and Fort Belvoir base realignments, the NGS site in Ft. Belvoir, and many large subdivisions. He is responsible for managing LDC’s field crews and enjoys mentoring and training new survey technicians as well. Dean has a passion for his profession and is grateful that he is fortunate enough to say that he truly loves going to work.
